How to Buy Property in Istanbul as a Foreigner

The purchase itself takes about a week once the paperwork is ready. However, almost everything that goes wrong happens before that week starts. So here is the process in order, what it costs on top of the price, and the checks we run before anyone signs.

IN SHORT

Foreigners can buy apartments in Istanbul with the same freehold title deed (tapu) as Turkish citizens, and no residence permit is needed to buy. A foreign buyer needs a passport, a Turkish tax number, a valuation report from an SPK-licensed appraiser and a foreign-currency purchase certificate (DAB) issued by a Turkish bank. Budget roughly 4–6% on top of the price; the largest item is the 4% title deed fee. A home with a title deed value of USD 200,000 or more supports a residence permit application, and USD 400,000 or more a citizenship application. From accepted offer to title deed usually takes two to four weeks. Last checked: October 2026.

Foreigners can buy property in Istanbul, with a few conditions

Citizens of most countries may buy freely in Turkey, and Istanbul has no restriction that affects an ordinary apartment. However, two limits do exist: a foreign national may hold up to 30 hectares nationwide, and properties inside designated military zones cannot be transferred. Because the land registry checks both automatically, an apartment in a residential project is almost never affected.

In addition, you do not need residency in order to buy. You do need a Turkish tax number and, in practice, a Turkish bank account — and both take an afternoon.

The purchase, step by step

Below is the order things actually happen in. Steps one to three are where the real work sits; the rest is administration.

Agree what you are looking for

Budget, goal, timeline, and whether Turkish citizenship is part of the plan. Because those four answers change which buildings make sense, we ask them before sending a single listing.

View, in person or on video

Then we walk the units with you. If you cannot travel yet, we film them properly — the corridor, the view, the light at the actual hour, rather than a staged photograph.

Due diligence on the unit

Next we check the title deed for mortgages, liens and annotations, confirm the building has its occupancy permit, and read what the management charge really covers. This is the step that protects you.

Offer and reservation

Afterwards you make an offer. Once it is accepted, a short reservation agreement fixes the price and takes the unit off the market while the paperwork runs.

Tax number and bank account

Meanwhile you get a Turkish tax number and open a bank account. Both are quick, and both are needed before money can move through the Turkish banking system. The purchase price is converted into Turkish lira through the bank, which issues the foreign-currency purchase certificate (DAB) that the land registry asks for.

Valuation report

Every purchase by a foreign national needs a valuation report from an appraiser licensed by the Capital Markets Board. It usually takes a few working days, and it is also the document a citizenship file relies on.

Title deed transfer at the land registry

Finally you attend the land registry with a sworn translator, or we act for you under a power of attorney. The deed changes hands the same day, and the keys follow. From 1 December 2026, payment for every property sale in Turkey is scheduled to go through the Secure Payment System (Güvenli Ödeme Sistemi): the money is held by a bank and released to the seller once the deed has been transferred.

What it costs on top of the price

For a resale apartment, budget roughly four to six per cent above the agreed price. The single largest item is the title deed fee.

ItemWhat to expect
Title deed (tapu) fee4% of the declared value. In practice it is usually split 2% buyer and 2% seller, although who pays is negotiable and often lands entirely on the buyer.
Valuation reportA fixed fee for the SPK-licensed appraisal. Mandatory for every foreign buyer.
Earthquake insurance (DASK)Compulsory and annual, priced by the size and age of the building. You cannot connect utilities without it.
Translator and notaryA sworn translator at the land registry, plus notary fees if you grant a power of attorney or need documents translated.
Annual property tax0.2% of the municipal value each year for a residential unit in Istanbul. Modest, and paid in two instalments.
VATResale purchases fall outside VAT. However, a first new-build purchase from a developer can be VAT-exempt for a non-resident buyer when the price is brought into Turkey in foreign currency and the property is kept for at least three years.
Our feeStated up front, before you view anything. No fee appears later in the process.
Rates and thresholds are set nationally and they do change. Therefore we confirm the current figures for your specific purchase in writing, in English, before you commit to anything.

What apartments cost in the areas we cover

We publish prices in Turkish lira. To make them easier to compare from abroad, here are the typical asking prices in our own listings with an approximate US dollar equivalent.

AreaTypical asking priceApprox. in US dollars
MaslakMedian about 19.5 million TL; a 1+1 about 12.4 million TL, a 3+1 about 26 million TLAbout USD 400,000; 1+1 about USD 255,000, 3+1 about USD 530,000
KağıthaneMedian about 15.5 million TL; 5.8 to 55 million TL across the four main complexesAbout USD 315,000; from about USD 120,000 to 1.1 million
Çınarköy, ÇekmeköyMedian about 16 million TLAbout USD 325,000
Göktürk4+1 apartments in Seba Reserve about 38 million TLAbout USD 775,000
Lira figures come from our own listings in September and early October 2026. Dollar figures are converted at about 49 TL per US dollar (early October 2026) and move with the exchange rate. For a residence permit or a citizenship file, what counts is the value in the title deed and the valuation report, not the asking price. See also Levent and Vadistanbul. If Turkish citizenship is the goal

A property investment of $400,000 or more can qualify you, your spouse and your children under eighteen for Turkish citizenship. However, not every apartment qualifies, and not every qualifying apartment is a good buy.

The valuation has to hold at $400,000 with a licensed appraiser, the title must be clean, and you commit to holding the property for three years. Afterwards you are free to sell. Because the resale market three years out is the part most people forget, we shortlist for that as well as for the threshold.

Common questions

Do I need to be in Istanbul to complete the purchase?

No. Many of our buyers complete under a power of attorney granted at a Turkish consulate or a notary. However, we do recommend seeing the building at least once, either in person or on a live video walkthrough.

How long does the whole process take?

Roughly two to four weeks from accepted offer to title deed, provided your tax number, bank account and funds are ready. The valuation report is usually the slowest single step.

Can I get residency by buying?

A residential property with a title deed value of at least USD 200,000 supports a short-term residence permit application. This is separate from citizenship and from the USD 400,000 threshold. Our sworn legal partners handle the filing.

Is it better to buy new or resale?

It depends on your timeline. A resale apartment has a title deed today, a real transaction history and room to negotiate. Meanwhile an off-plan unit is cheaper per square metre and paid in instalments, but you are buying a contract and a handover date.

What can I actually earn from renting it out?

That depends on the building and the furnishing rather than on the district alone. So ask us what the specific block has genuinely rented for this year, and we will send the real figures rather than a market average.

Tell us what you need and we will shortlist three

Four questions, under a minute, no account and no obligation. Then a named advisor sends three options with real prices — and tells you which ones to skip.
